Abstract: The metropolitan region has become the most important and efficient form of urban spatial organization, which is the main spatial carrier to support economic growth and promote economic transformation, and an important platform to form a regional economic layout with complementary advantages and high-quality development. It has become an important policy for national and regional development to constantly improve the governance system and enhance the governance ability of metropolitan areas. From the development course of New York, London, Tokyo and other world metropolises, it can be seen that in the transition process from emphasizing growth to emphasizing development, the spatial governance of metropolitan areas have been gradually transformed from growth alliance to governance alliance. China’s metropolitan areas need to learn from the international experience, and take measures such as improving the spatial planning system of metropolitan areas, collaboratively promoting the high-quality development of all metropolitan areas and perfecting the spatial governance mechanism of metropolitan areas, so as to promote the modernization of spatial governance system and governance capacity of metropolitan areas.
