The Impact of Population Flow on Social Governance in Rural Areas: Countermeasures (Special Issue, No.65, 2019)

Abstract: Population flow is conducive to optimizing rural economic structure, promoting the income and consumption of rural residents, improving rural ecological environment and advancing the thinking mode and skills of the farmers. However, its negative impact cannot be ignored. Population outflow has reduced the number of able-bodied laborers and skilled farmers of rural areas. Many rural areas face serious imbalanced population structure, inducing inappropriate public administration and social governance in rural areas due to the lack of skilled personnel. In light of the population inflow areas, such a fact has changed the composition of local people and social structure, making it difficult for exercising normal social governance and providing public service. To deal with such an issue, efforts need to be made to establish a resident population-based policy system for social governance in rural areas and adopt the following policy measures. Rural collective economy needs to be strengthened so as to cement the foundation for social governance; human capital investment in rural areas needs to be increased in a bid to optimize the allocation of human resources in the counties; proper measures needs to be taken to attract the skilled farmers to return to their home towns and to encourage the participation of non-governmental entities in social governance in rural areas; the floating population’s management and service work needs to be enhanced and ensure the floating population to have a say in government affairs; new-type rural communities need to be established so as to integrate the social capital and regulate social governance in rural areas.
