Abstract: With rich geothermal energy resources, China has realized a large-scale and economical utilization of geothermal energy resources. The government needs to accelerate the development of geothermal energy in Xiong’an New Area in Hebei province and form a geothermal energy-based energy production and consumption model which could coordinate multiple types of energies. By 2030, geothermal energy in Xiong'an will account for about 30 % of the primary energy structure, and take up more than 90 % in residential heating. The “Xiong County model” of geothermal energy utilization needs to be promoted and turned into the “Xiong’an model” of high-quality development and utilization of geothermal energy, and extend such a model to areas with rich geothermal energy resources in China. Therefore, the role and concept of geothermal energy need to be clarified as soon as possible, and the management and supervision system and mechanism of geothermal energy need to be established and improved. Efforts need to be made to strengthen the resource exploration and evaluation, get a clear picture about the geothermal energy resources in China, and make pilot practice in Xiong’an New Area. The government needs to give strong support to the development and utilization project of middle-deep hydrothermal and deep dry-hot rock geothermal energy according to the renewable energy law.
