The Transformation and Development of Chinese Commercial Banks during the 13th Five-Year Plan Period

Focusing on the transformation of Chinese commercial banks during the 13th Five-Year Plan period, this book first introduces the connotations and forms of bank transformation. It points out that the transformation of Chinese commercial banks is a kind of change in the form based on consistent core features of banks, giving expression to the extension, derivation and transformation of bank functions. Then it gives an illustration of the achievements and problems in the course of transformation of Chinese commercial banks since the 12th Five-Year Plan period and notes that the development of banks is divergent from the real economy and the homogeneity of the transformation modes has loomed up. In this regard, the book indicates that the bank transformation during the 13th Five-Year Plan period will face three challenges, namely the challenges brought about by the economic slowdown and restructuring, the tightened monetary policy and financial regulation policy amid financial de-leveraging and the traditional service changes spawned by different consumption modes due to the rapid development of fintech. Based on a comparative study on the experience and lessons drawn from the transformation practices of major advanced economies after the financial crisis as well as the field survey results of a dozen of commercial banks of different types during the second half of 2016, the book comes up with the guidelines, basic principles and overall direction for the transformation of Chinese commercial banks during the 13th Five-Year Plan period and summarizes the appropriate internal paths and external conditions propelling the transformation. The internal paths include the improvement of corporate governance, the formulation of transformation strategies for different development modes, the transformation of profit and business modes and the reform of payment mechanism. The external conditions involve pushing ahead with the financing mechanism reform of state-owned enterprises and local governments, the improving of financial infrastructures, the transformation of regulators and the management mechanism reform of state-owned financial entities. Before conclusion, the book narrows down on relevant policy options for the smooth transformation of commercial banks during the 13th Five-Year Plan period in terms of monetary policy, financial regulation policy and fiscal and tax policy in a bid to improve the efficiency of commercial banks on supporting the real economy.
