Policy Options on Comprehensively Promoting Community Level Multi-governance

Abstract: Currently, some public problems at community level are looming up in China, and multi-governance has consequently become the common requirement of various social entities. Though we could make use of the present conditions to comprehensively promote multi-governance, we are restrained by some difficulties like immature mechanism, inappropriate top-level design, inadequate organizations and personnel capacity, and limited number of participants. As a result, we need to focus on how to promote the effective mechanism of local political and social interactions, the coordination between communities, social organizations and social workers, the proper solution for community issues and the selection of supervisors, the co-construction and common sharing of relevant organizations in the communities as well as democratic decision-making procedures. The policy options are made as follows. Efforts need to be made to encourage villagers and local residents to participate in the endorsement of public affairs; delegate powers to autonomous organizations and form synergy between Party and government departments; accelerate the cultivation of professional social workers and the provision of job opportunity in community work; put in place public benefit purchasing and venture capital as order of the day and optimize the community-based development environment of social organizations and social work institutions; improve the appeal mechanism and build mechanisms which could facilitate Party and government representatives to contact communities and ensure the participation of villagers and residents in autonomous governance with institutional guarantee.
