Abstract: The construction of small towns with distinctive local features has an important significance of the times, which serve as a platform to accelerate the industrial development for economic transformation under the new normal, a new carrier for the advance of industrialization, urbanization, agricultural modernization and IT application at the same pace and a key driver propelling the supply-side structural reform of China's new urbanization. At present, there are some urgent problems to be solved in the construction of such towns including overlapping administration, the building of development zones in an indiscriminate manner and the incorrect positioning of market entities. In the future, we need to implement the policy of the Central Government to the letter and adhere to the development concept of innovation, harmony, green, open and common sharing in building small towns with distinctive features. We need to properly deal with the relations between the government and the market entities, take an objective view about the investment of housing enterprises in the construction of these small towns, establish an effective incentive and restraint mechanism, and construct a batch of production-oriented towns with amiable living and ecological environment so as to make due contribution to China's transformation of economic and social development and the building of a well-off society.
