Abstract: During the 12th Five-Year Plan period (2011-2015), Shenzhen’s strategic emerging industries showed a strong development momentum in terms of development speed, innovative products, enterprise clusters and policy innovations, playing a leading role in national economy. Innovation-based scientific and technological achievements and key technologies have made swift progress, the number of scientific and technological leading enterprises and small and medium-sized enterprises has increased rapidly and the integrated development of Internet, cultural creativity and intelligent technology have brought about a large number of new business formats. All these have highlighted the guiding position of emerging industries in Shenzhen. However, it should be noted that Shenzhen is also facing some problems. For instance, the international market performance is still sluggish, factor costs are soaring, industrial standards are inadequate and relevant policy systems need to be fleshed out. In face of the new development concepts, the industrial transformation both at home and abroad and policy innovations during the 13th Five-Year Plan period, Shenzhen should actively grasp the opportunity and adapt to the new normal, improve the comprehensive management mechanism, focus on the supply-side structural reform, make policy innovations on the demand side, actively promote the emerging industry’s innovation ability at source, establish regional emerging industrial innovation communities, and forge more innovation works and more space for cyber economy with international fame.
