The Approach and Policy Options for Making Full Use of International Innovative Resources(No.182, 2016)

Abstract: Making full use of both international and domestic markets has been an important way for making innovation progress by Chinese enterprises. At present, China has become a key node in the international innovation chain, with a trend of accelerated agglomeration of global innovation resources moving to China. This can be fully proved by the increased number of overseas M&A (mergers and acquisitions) cases by Chinese enterprises and foreign technology transfer to China in recent years. If everything goes well, it can be a great help for addressing the weak links relating to China’s industrial upgrading. In addition to the traditional way of overseas acquisitions, the introduction of technology and human resources, the Chinese enterprises have, over recent years, adopted various approaches to make use of international innovative resources including the establishment of overseas incubators, the introduction of international innovation platforms, the building of overseas R&D centers and new research institutes, and the utilization of emerging platforms and organizations to promote the synergy between domestic industrial chain and small and medium-sized foreign companies with technical expertise. In view of the above-mentioned positive progress, it is suggested that the government attach great importance to make full use of the present opportunity and increase the cohesion between global innovation resources and Chinese industries. Special efforts should be made to overcome the obstacles that hinder the link between international innovation resources and China’s innovation, and provide appropriate policy support to new organizational modes and organizational platforms.
