Abstract:

In recent years, local authorities in different regions have made fruitful explorations into how to manage State-owned assets and better serve local economic development. Their efforts include adjusting the layout of State-owned economy, promoting de-administration reform, managing State-owned capital in a market way, diversifying supervision of State-owned companies, promoting mixed-ownership in State-owned companies, improving the modern enterprise system and solving leftover problems in a flexible way. Such explorations have shown features of different regions and have helped solve some problems. They are in accordance with reform demands and serve as a reference for the central government to draw up plans to deepen reform of State-owned assets and companies. The central government should encourage local governments to take into consideration actual local conditions when they promote the new round of reform in accordance with unified principles.
