To correctly understand the ownership of the property rights of "State-owned assets"

Abstract:  

With a view to further liberate productive forces in the course of implementing the third step strategy, the ownership of the property rights of "State assets" should be examined from fresh perspective and in a spirit if seeking truth from facts. Firstly, there is no capital of whole people, but capital of government; "State ownership" means ownership of government; and there is no such ownership as "ownership of whole people". Secondly, as all the assets of government are owned in the first place by governments of different levels, the unified ownership should be clearly eliminated and ownership of different levels should be established. Thirdly, the principle of "the property rights and credit worthiness are linked to each level of government"should be applied to the general framework and internal relationships of the "State ownership" economy, and relevant institutions should be set up and improved.
