Optimize public services in structural transition in China

Abstract:

An analytical framework of public services is composed of four parts: the range, the supply, the operation, and the incentive mechanism. The focus is on the third part, with the consideration of the structural problems that are challenging the reform of Chinese economy. The point is to secure the efficiency and equality in the public service during a structural transition in China. This study offers a number of alternative mechanism and policies. For the purpose of maintaining social justice, cohesiveness and stability, the low-income group must be accessible to public services with a minimum and guaranteed service level.
