Abstract:  

The commercial character of the output from military enterprises and the commercial nature of the military enterprises system itself are discussed. The essence of the defense industry is that the nation is the only "consumer". The policy that requires the military enterprises to be responsible for their profits and losses is a wrong policy. The enterprise model for the military enterprises can only be a special company owned by the state.
