Abstract：

The paper summarizes the main methods of foreign governments in the field of energy-saving. These methods include the change of motives for energy-saving, upgrading of management departments, increase of public finance, perfection of policy and measures, utilization of market mechanism and self-energy conservation by governments, etc. All these methods could serve as references for China in its future energy-saving work.
