On normalization of non-governmental trade between China and Russia

Abstract:

The origin of the disorder in the non-governmental trade between China and Russia is traced and the crux of the practice, i.e., "gray" customs clearance, is discussed. It is imperative to normalize the export-import trade between the two countries. A series of policy suggestions are made: when Russia is lowering tariff in WTO accession negotiations, the Chinese firms should "go global" to expand processing-trading; the Chinese businessmen should change their trading style to disperse risks, and efforts to manage the exporting business with necessary services should be made.
