Introduction to and enlightenment from the initial financial system under Japanese Peasants’ Association

Abstract:

The successful banking service by Japanese Peasants' Association is a typical case in cooperated financial service. This paper gives an introduction to the initial development of the Peasants' Association Banking in the post WWII period in Japan as well as the measures the Japanese government took in facilitating the development of Peasants' Association Banking to meet the demand on funding by the peasants. The enlightenment to China's rural financial cooperation is: first, to strengthen and speed up legislation for rural financial industry, to issue a law on cooperative banking system; second, to put more effort and resource into the rural banking system and the existing Rural Credit Cooperative should be appointed as the legitimate agency through which the government exercises its supporting policies; and third, the Rural Credit Cooperative must be given a true status as a cooperative identity in terms of an agency run by the farmers themselves, rather than an official agency in the rural areas. The farmers are the owners of the Rural Credit Cooperative and should get proper service from it.
