Abstract：

The article makes an analysis of the economic development strategy based on the people's requirement during the outburst of SARS and raises the following strategic suggestions. According to the goal of building up an all-round well-off society and the plan of rearranging economic development strategy, emphasis should be attached to people's life quality, an industrial pattern with sustainable development as the leading target should be established and the green level of Chinese products should be raised. The public health system to cope with sudden events should be included in the state security system. The implementation of the principle of combing Chinese medicine with the western medicine should be enforced. Improvement should be made in light of public health and social security. The development of science and technology should take the protection of people's lives as the first and foremost task. New consumption sectors should be cared about to promote sustainable and effective demand.
