The author analyzes the achievements and challenges in the process of China's urbanization, and makes suggestions concerning the improvement of social policies in the process of China's urbanization.
He considers the elimination of obstacles for the population flow, and calls for a focus on employment to improve social policies, and an adjustment of the public service system to meet requirements as well as to avoid waste.
Two main suggestions are proposed: the first one concerns a reform of the welfare financing system and an increase in the proportion of spending of the central and provincial governments, which would help realize the social rights of the floating population and lead to more equality in basic public services among regions.
The second suggestion involves promoting the reform of the household registration system in big cities, with the central government establishing the conditions for the floating population to gain full rights in various regions.
