Beijing E-Town creates talent-friendly environment
Yu Miao, deputy secretary of the Working Committee of Beijing Economic-Technological Development Area (Beijing E-Town), delivered a keynote speech at the Boao Forum for Asia's third global health forum on July 17.
Yu's speech, which was titled "Driving High-Quality Development in the Health Sector through Talent-Driven Technological Innovation", was delivered at the forum's session on "Innovatively Promoting Health – Asian Health Industry Forum: Hong Kong Perspective", which was held in E-Town.
Yu said that Beijing E-Town has consistently regarded talent as the crucial engine for advancing new industrialization and the most dynamic factor in developing new quality productive forces.
The area is fully committed to attracting, uniting and serving outstanding talents from both domestic and international sources by launching a combined strategy of "policies benefiting talent plus environment attracting talent," aiming to create a talent ecosystem that is appealing to people near and far.
In terms of policies, Beijing E-Town has promoted the iterative upgrading of its talent policy system by releasing "10 Talent Policies 2.0". It has also implemented industry-specific policies in areas such as biomedicine to accelerate the introduction of new talent.
The measures include strengthened financial support, with Beijing E-Town setting aside 1 billion yuan ($137.46 million) annually for a special talent development fund to support innovation and entrepreneurship.
This has led to the formation of a fund system consisting of an "industry upgrading fund + tech innovation fund + seed fund + talent fund + market-oriented sub-fund."
According to Yu, Beijing E-Town leverages its advantages in technological innovation and industrial clusters to promote the integrated and positive development of education, technology and talent.
It has established the city's first market-oriented talent development group and is leading in constructing the city's first 1-million-square meter international talent community.
Currently, Beijing E-Town has nearly 400,000 talents, with an annual growth rate of over 8 percent. It has gradually formed a talent echelon represented by hundreds of outstanding talents, thousands of industry leaders and tens of thousands of excellent young scientists, technicians and engineers.
