Gradient cultivation system improved for hi-tech firms

On Dec 19, Beijing E-Town released several measures to further promote the high-quality development of specialized, sophisticated, and high-tech enterprises.

These measures mainly consist of eight financial support policies and two service guarantee measures.

Taking specialized, sophisticated "little giant" enterprises as an example, in addition to enjoying a recognition reward of 500,000 yuan ($70,571.75), eligible enterprises can also receive a 300,000 yuan reward for being recognized as a high-tech enterprise, a 1 million yuan reward for municipal-level research and development institutions, and a maximum 3 million yuan for increasing research and development investment. 

The comprehensive support amount can reach up to 5 million yuan.

In terms of coverage, aside from rewarding newly evaluated and newly relocated enterprises, these measures will extend support to specialized and sophisticated enterprises that pass the review for the first time during the policy period, and national high-tech enterprises that reapply for certification upon expiration. 

Meanwhile, the policy validity period is set to three years, and the support will cover all eligible existing enterprises.

Moreover, the recognition reward policy in these measures can be redeemed without a lengthy application process. 

By the end of the year, rewards will be redeemed for more than 140 small and medium-sized specialized and sophisticated enterprises and national high-tech companies in Beijing that obtained certification throughout the year.

In addition, Beijing E-Town has also formulated an action plan for the gradient cultivation of innovative enterprises in Beijing E-Town, proposing five major projects: "Innovation enterprise gradient cultivation," "the upgrade of scientific and technological innovation level," "the development of industrial ecosystem integration," "the guarantee of development factors and resources," and "the optimization and improvement of service systems." 

The plan details more than 30 specific measures and 40 specific tasks around the improvement of promotion mechanisms, an increase in financial support, the promotion of the transformation of scientific and technological achievements, and the strengthening of intellectual property protection.
