Beijing E-Town leads in number of reforms, innovation cases
The Beijing municipality recently released the third batch of city-level reform and innovation practice cases for the "Two Zones" construction. Beijing E-Town has successfully replicated and promoted four reform and innovation practice cases citywide, making it top-ranked in terms of quantity.
The third batch of city-level reform and innovation practice cases for the "Two Zones" construction is divided into four aspects: upgrading and improving key industries, optimizing the supply of core elements, accelerating government function transformation, and innovating development in characteristic parks.
It brings together 30 effective reform and innovation practice cases from various functional bureaus and districts across the city related to the "Two Zones" construction.
These four cases are centered on benefiting businesses and the public, fully unleashing regional economic vitality, and promoting high-quality development.
For instance, to address issues such as land resource waste and an excessive number of low-quality and inefficient projects in land use, Beijing E-Town took the lead in exploring a system-integrated full-process land management system and created a new model for "leasing before transferring" of industrial land supply.
The area has also made great efforts to establish itself as a model for reform and innovation. The case of establishing an Intelligent Connected Vehicle Policy Pilot Zone facilitates innovation and development in the intelligent connected vehicle industry.
Since the inception of the "Two Zones" construction, Beijing E-Town has focused on different dimensions, including exploring institutional innovation, optimizing element supply, constructing service platforms, and supporting the development of new business models across the entire value chain of high-tech industries.
"Currently, we have accumulated more than 70 cases of institutional innovation, ranking first in the city in terms of quantity. Among them, 14 reform and innovation practice cases have been replicated and promoted nationwide or citywide," said the head of the Beijing E-Town "Two Zones" office.
