Policies to support foreign-invested enterprises in Beijing E-Town unveiled
The Beijing E-Town Administrative Committee has recently issued several policies to support the high-quality development of foreign-invested enterprises.
These policies include supporting the establishment of headquarters of multinational corporations, the development of foreign-invested enterprises in the advanced manufacturing sector, foreign-owned enterprises' participation in the international service environment construction, foreign-owned enterprises' participation in the international service environment construction. For foreign investors who newly establish regional headquarters or functional headquarters within the E-Town cluster in the Beijing Free Trade Pilot Zone, they will be given incentives of no more than 3 million yuan ($411,441) and 2 million yuan.
For the above-mentioned companies and foreign investors who newly establish advanced manufacturing enterprises in line with the development direction of E-Town New Area, if they pay the actual foreign capital amount according to the contract within one year from the date of establishment, with a total of $10 million (inclusive) or more, they will be rewarded with 2.5 percent of the actual foreign capital amount, with a maximum of 30 million yuan for each enterprise.
Support will also be provided for the landing and development of foreign-invested enterprises in the service industry (excluding real estate projects).
For those that pay the actual foreign capital amount according to the contract within one year from the date of establishment, with a total of $2 million to $5 million, $5 million to $10 million, or more than $10 million, they will be rewarded with one-time incentives of 400,000, 800,000, or 1.5 million yuan, respectively.
For foreign investors who make additional investments or increase the registered capital of investment projects (excluding real estate projects) with an annual actual foreign capital amount of 100 million yuan (or $15 million) or more, they will be rewarded with 1.5 percent of the actual foreign capital amount for the current year, with a maximum of 20 million yuan for each enterprise.
Besides, a recognition reward of 2 million yuan will be given to foreign-funded R&D centers recognized by municipal industry authorities.
Approval processes will be simplified to provide comprehensive consulting services related to international trade rules, origin certification, overseas intellectual property assistance, and a green channel for foreign-invested enterprise appeals and feedback will be set up. Meanwhile, a one-stop international talent service will be offered.
This policy is valid for three years, effective from the date of release.
