Beijing E-Town has released a series of policies to support the high-quality development of foreign-invested enterprises and introduced 20 measures for foreign investment services.

These measures integrate the national treatment support items for foreign enterprises, providing a policy system of "2 (policies + measures) + X (support item list)".

Newly introduced major projects can receive a maximum reward of 100 million yuan ($13.71 million)

Beijing E-Town has comprehensively reviewed more than 40 national, municipal, and district-level policies for foreign-invested enterprises and integrated over 100 national treatment support items available to foreign-invested enterprises.

In addition, the area will increase its efforts to attract multinational company headquarters projects and provide incentives and support to recognized multinational headquarters projects. 

For instance, multinational company headquarters projects among the Fortune Global 500 companies that establish their presence in Beijing E-Town can receive rewards of up to 100 million yuan. 

Foreign investors who make additional investments or increase registered capital investment projects using enterprise profits, capital reserves, and other methods will receive a reinvestment reward equal to 1.5 percent of the total foreign investment contract amount for that year.

Create international innovative ecosystem

Beijing E-Town now has a total of 12 municipal-level foreign-funded R&D centers. The area provides incentives and support for foreign-funded R&D centers, with a maximum reward of 5 million yuan for global R&D centers of foreign-invested enterprises. Foreign talents and teams engaged in innovation and entrepreneurship in Beijing E-Town will receive a 50 percent subsidy on office rent for three consecutive years.

Regarding the implementation mode, Beijing E-Town is exploring a policy-focused central redemption mode, where applications are submitted online and services are provided offline.

Comprehensive upgrades to services for foreign-invested enterprises

Beijing E-Town has established a one-stop service platform for foreign-invested enterprises this year, including a dedicated service hall for foreign- enterprises and foreigners. 

The area is also exploring DIY integrated services for foreign-funded R&D centers, tax-free refunds, and other matters. Approval processes have been streamlined for identifying Hong Kong, Macau, and Taiwan residents, children's education, and settling in the country.

The "24/7 online" mechanism has also been introduced. A multilingual hotline is available around the clock for foreign enterprises and foreigners, combining online and offline services with a dedicated email. 

Furthermore, diverse platforms will be built to help foreign-invested enterprises find markets, talents, and partners.
