Beijing to establish AI innovation hub by 2025
An implementation plan for accelerating the construction of an internationally influential hub for artificial intelligence innovation in Beijing from 2023 to 2025 was announced on May 30 at the closing ceremony of the 2023 Zhongguancun Forum. Also announced were several measures to promote the development of general AI in Beijing.
Through these policies, Beijing hopes to encourage and guide the industrial development of AI, focusing on common needs for innovation and development.
It will further coordinate resources and promote the construction of an independent technical system for AI and the development of the industrial ecosystem. By 2025, the goal is to establish a hub for artificial intelligence innovation with global influence.
Breakthroughs will be made in the foundational theories of AI, and the theoretical framework for AI will be essentially established, with the emergence of a prototype for general artificial intelligence.
Complete technical stacks will be formed in natural language processing, computer vision, and multimodal interaction, with key algorithm technologies reaching leading domestic and international levels.
The layout of AI computing power will take shape, with a significant increase in the market share of domestically produced AI chips and deep learning frameworks. Computing power chips will achieve basic independence and controllability, and the proportion of domestically produced hardware will significantly increase.
The core scale of the AI industry will reach 300 billion yuan ($42.39 billion), maintaining a growth rate of over 10 percent and radiating an industry scale of over 1 trillion yuan.
Leading AI companies will increase their research and development investment, while the number of startups continues to grow, maintaining a leading position domestically. Five to 10 new unicorn companies will be nurtured.
The implementation plan also specifies that the city will establish a number of world-class AI research institutions and attract and cultivate internationally leading innovative talent teams.
The number of high-level scholars will exceed 10,000, maintaining a leading position domestically. Significant progress will also be made in AI-related policy measures, ethical safety, technical standards, and other aspects.
According to several measures, Beijing city will further enhance its ability to coordinate and supply computing resources, organize commercial computing power to meet urgent needs, promote the construction of new computing power infrastructure, establish a unified multi-cloud computing power scheduling platform, and improve the integrated scheduling capability of computing power in the Beijing-Tianjin-Hebei region.
