To further stimulate the vitality of market entities, Beijing E-Town has been piloting the "cluster registration" mode since the beginning of this year. 

As of Apr 28, the operator of the free residence space, Shangyicheng, has signed leasing agreements with 159 intended enterprises.

Dr. Lang has benefited from the new policy. His company focuses on new materials technology and has high R&D investment. He wanted to reduce rent and property management costs and had looked for many places but hadn't made a decision until the cluster registration pilot in Beijing E-Town solved his problem. 

"The trustee company not only provides residence trustee services but also provides full assistance in the registration process. It only takes three days from submitting the registration request to obtaining the registration address. This is simply a blessing for us first-time entrepreneurs." Dr. Lang happily added after obtaining the business license.

Cluster registration is another service introduced by Beijing E-Town to optimize the business environment. 

At the beginning of this year, Beijing E-Town designated Building 1, No. 9 Yongchang North Road, operated by Shangyicheng Group, as a pilot for providing free residence space for innovative startups. 

Start-up market entities that meet the basic registration conditions, and belong to the scientific research and technical service industry can use the free residence space for registration.

Cluster registration is conducive to releasing venue resources and facilitating registration of entrepreneurs who lack funds and office space. 

This effectively reduces the cost of entrepreneurship, easily breaks through the bottleneck of the early development of market entities, and makes it possible for those without independent office space to invest and start businesses. 

Since 2019, Beijing E-Town has continuously explored reform and innovation measures: issuing the first comprehensive license covering the widest range of fields in the country, and promoting the reform of one integrated license.

The period of use for the "free residence space" for companies shall not exceed two years in principle. Companies can exit when the period of use expires, or voluntarily applying to exit.

Currently, there are still nearly a thousand vacancies, and start-up enterprises with demand and eligibility can apply for it.

Meanwhile, the cluster registration policy of Beijing E-Town will expand the industry categories and types of enterprises. 

On the basis of the category of "scientific research and technical services", two categories of "information transmission, software and information technology services" and "leasing and business services" will be added, and the types of enterprise will be expanded to include relocated enterprises.
