Rules for the award of innovation incubation carriers in Beijing E-Town have been released recently. Check the following guidelines.

After being reviewed by the innovation incubation carrier, the enterprise can directly handle industrial and commercial registration and other admission and operation procedures. 

A green channel for government services such as market supervision, taxation, human resources and social security, and environmental protection will be established for enterprises in incubation. 

The innovation incubation carrier is authorized to apply for work permits for foreign talents coming to Beijing for entrepreneurship.

In addition, innovative incubation carriers that have been recognized will be given operational support equivalent to 50 percent of the total annual rent, with a support period of no more than three years. The standard for operational support area for a single co-creation space is 500 square meters, and for a single incubator, it is 2,000 square meters. Any area beyond this will not be calculated.

For leased venues used for incubation, the support unit price for industrial land projects will not exceed 3 yuan ($0.44)/day/square meter, and for commercial and service industry land projects, it will not exceed 5 yuan/day/square meter.

Encouragement will also be given to innovation incubation carriers for promotion and upgrading. 

For co-creation spaces that have been filed at the national or municipal level in the previous year, a one-time award of 500,000 yuan and 250,000 yuan will be given, respectively. For incubators that have been recognized at the national or municipal level in the previous year, a one-time award of 1 million yuan and 500,000 yuan will be given, respectively. For those who received support from Zhongguancun Benchmark Incubators in the previous year, a one-time award of 1 million or 500,000 yuan will be given for leading and nurturing categories.

Operational rewards will be given for innovation incubation carriers with a comprehensive evaluation of "qualified," with the reward amount calculated at 25 percent of the total rent of the previous year.

For innovation incubation carriers with a comprehensive evaluation of "excellent," the support will be given according to the following provisions: The reward amount will be calculated as 50 percent of the total rent of the previous year, and the support period will not exceed three years from the date of the first comprehensive evaluation. 

For eligible innovation incubation carriers, support will be offered in accordance with the relevant management methods of the investment guidance fund and special funds for technological innovation of Beijing E-Town.

A support of 30 percent of the amount spent on platform equipment purchases and software upgrades, maintenance, and repair related to the equipment in the previous year will be given, with a maximum of 2 million yuan. 

Innovation incubation carriers are encouraged to organize activities such as entrepreneurship salons, roadshows, entrepreneurship competitions, and entrepreneurship education and training. A support of 30 percent of the amount spent on such activities in the previous year will be given, with a maximum of 300,000 yuan.

Besides, experienced hard-tech investors, senior industry service experts, scientists with transformational experience, well-known product managers in the industry, and outstanding serial entrepreneurs who devote themselves to counseling as innovation incubation mentors will be given priority in Beijing E-Town talent support plan. They will be supported in talent policies such as accommodation and children's education.
