The certificate in Mr. Ma's hand is the first change of operator and name of an individual industrial and commercial household issued by Beijing E-Town since the implementation of regulations on promoting the development of individual industrial and commercial households.

The business license and food business license are issued by the Joint Office of Licenses and Licenses.

Mr. Ma has recently taken over a Beijing restaurant with more than ten years of operating history from Mr. Liu, and plans to change its name. 

In the past, to handle related businesses, it was necessary to "register first, then establish" and "apply for a license first, and then apply for a certificate". 

The joint handling of certificates and licenses improves the timeliness of processing.  Taking food operators as an example, the number of trips has been reduced from at least three to at most one, the processing time has been shortened from 3 working days to just 1 working day, and application materials have been greatly reduced.

Since April, Beijing E-Town has taken the lead in carrying out the joint handling of certificates and licenses in the whole process of establishment, modification, and cancellation of around 126 items in 85 scenarios, including catering, supermarkets, pharmacies, bookstores, medical equipment, and movie theaters. 

"We will further simplify the approval process and support individual industrial and commercial households to directly change their operators”, said the relevant person in charge of the Beijing E-Town Administrative Approval Bureau.
