Reforms and innovations in BDA promoted in Beijing

To allow more regions to learn from the experience that has been gained in the Beijing Economic and Technological Development Area (BDA) and achieve good results, the BDA has compiled several of its most innovative measures into a single document and promoted it throughout the city.
One integrated license

The sixth industry in the BDA realized the implementation of the "one integrated license" policy on Dec 25.
The "one integrated license" policy can significantly reduce the cost of industry access and foster a sound business environment. In policy's pilot period, the BDA launched 10 pilot industries to streamline license processing.
"In the past, you might have to go to the hall at least four times to complete the certificate and prepare a lot of materials each time. However, after this pilot reform, you only need to come to the hall to complete the application once, saving time and effort," a company staff member said.
Reform of the Notification and Commitment System

The BDA has also conducted notification and commitment reforms.
Since then, 253 business access matters, including business registration and human resource services, have been handled in the form of notification and commitment.
In April 2020, the BDA made it clear that low-efficiency industrial projects that have been completed for no less than six years can be transformed into industrial parks upon approval.
The BDA has also taken the lead in the country to adjust the industrial land transfer period from an original one-time transfer of 50 years to "generally no more than 20 years", reducing land prices to an average of no more than 700,000 yuan ($110180) per mu.
This method allows companies to invest as much of their limited funds as possible into production. Beijing has promoted this "E-Town experience" throughout the city.
