The Beijing Economic and Technological Development Area (BDA) is implementing a notification and commitment system for corporate investment projects, and establishing a comprehensive government service mechanism from project initiation to completion.

Only needing to hand in a "commitment", enterprises' projects can be approved before construction, and verified later after construction. 

Driven by such a working mechanism, construction projects worth over 60 billion yuan ($9.18 million) have settled in the BDA.

The first phase of the 12-inch integrated circuit wafer and the integrated circuit packaging project of SMIC in BDA, took at least 90 days to complete preliminary procedures, and now will need only nine days to obtain land and start construction.

To help enterprises that are unfamiliar with technical specifications and basic construction procedures, the BDA provides a professional comprehensive service team, personalized customized services, and full-process tracking guidance.

Furthermore, BDA's Administrative Approval Bureau has not only set up professional consulting channels, but also introduced third-party technical service agencies to provide enterprises with professional technical guidance in the fields of fire protection, design, and construction.

Up to now, 11 projects in the BDA have participated in the pilot reform of the notification and commitment system of corporate investment projects; they are involved in the  leading industries of new generation information technology, biotechnology and public health. 

The total scale of the 11 projects reaches 1.01 million square meters (above ground), and the total investment amounts to 63.5 billion yuan.
