Liu Min, born in September 1967, with a master's degree in business administration, began working in August 1988. Of Chinese Han ethnicity, she hails from Changli county, Qinhuangdao city, Hebei province, and is a member of the CPC. Liu is currently deputy-director of Shanghai Municipal Commission of Commerce.
