Kong Fuan, born in September 1973, with master's degrees in both arts and international commerce, began working in March 1998. Of Chinese Han ethnicity, he hails from Shanghai and is a member of the CPC. Kong is currently deputy-director of Shanghai Municipal Commission of Commerce.
