Introduction to an Article on Strengthening the Development and Protection of Marine Resources and Providing Blue Dynamism for Building a Beautiful China

The first issue of Qiushi Jounal in 2024 features an article by the Ministry of Natural Resources on strengthening the development and protection of marine resources and providing blue dynamism for building a Beautiful China.

The article stresses that ocean is a reservoir of resources and strategic potential for future development. As a maritime power, China is committed to making good use of and protecting marine resources, which is an important task in promoting the modernization featuring harmony between humanity and nature.

The strategic deployment forged at the 20th CPC National Congress in 2022 aims to develop the maritime economy, protect the maritime ecological environment, and accelerate the construction of a maritime power.

General Secretary Xi Jinping, in his speech at the national conference on ecological and environmental protection in July 2023, emphasizes the construction of a comprehensive pattern of environmental protection and governance from the mountaintop to the ocean, and the spatial control of the ocean and coastal areas. The Central Economic Work Conference in December 2023, calls for the intensive development of the maritime economy and building a maritime power. With scientific programs and substantive actions, China will strengthen the utilization, protection and governance of the ocean, offering the blue dynamism for the vision of a Beautiful China.

Since the 18th CPC National Congress in 2012, significant achievements have been made in the development and protection of China’s marine resources, and a series of breakthroughs in the marine industry have been achieved.

Thanks to the solid promotion of major reforms and projects in the development and protection of marine resources, significant results have been achieved in the transformation toward the marine economy with high quality and efficiency. China will focus on the strict management, systematic protection and scientific restoration of the ocean, further strengthen the marine ecological security barriers, comprehensively promote the implementation of the concept of a community with a shared future for the ocean, and deeply participate in and support global marine governance.

Accurately grasping the requirements for development and protection of the marine resources under the new situation. China will adhere to the principle of integrated management of land and sea, and explore the effective paths for coordination of resource allocation and ecological preservation of land and sea. Adhering to an innovation-driven development strategy, China will continue to delve into key areas, and focus on breaking through bottlenecks in core marine equipment and key technologies. China will also adhere to ecological priority, promote comprehensive ocean management based on ecosystems, safeguard ecological security boundaries, and comprehensively improve the effective utilization of marine resources. 

Strengthening the development and protection of marine resources meticulously and solidly. Focusing on key areas and key links, China will effectively and meticulously carry out various related tasks, optimize the spatial layout, and improve the utilization efficiency of marine resources to enhance the diversity, stability, and sustainability of marine ecosystems. China will also promote green and low-carbon development of the marine economy, deeply participate in international marine governance, and strengthen the support and guarantee for the development and protection of marine resources.
