Chen Fang was the first Chinese consul in Hawaii and the first overseas Chinese millionaire. He had been a Privy Council Consultant of Hawaii and, by marriage to a princess, a member of the royal family. In 1890, he returned to his hometown and bestowed a fortune in donations. Thus, Emperor Kuang hsu (Guangxu) of the Qing dynasty conferred the stone memorial archway to commend Chen for his philanthropy and contributions to the country.
