On the morning of September 23rd, 2017, Xi'an Jiaotong University, Xi'an International Trade and Logistics Park, as well as Xi'an ITL Group participated in the signing ceremony of "the Belt and Road" Strategic Cooperation Framework Agreement for Personnel Training. The unveiling ceremony of the Silk Road Training Base of the UNESCO International Knowledge Center for Engineering Science and Technology, and the Silk Road Innovation Entrepreneurship Basewas held at the same time.

According to the agreement, the three parties mentioned above will exert their advantages to provide talent support for the internationalization of Xi'an, and for the progress of "the Belt and Road". They will construct an international talent training and interactivity center, jointly establish the online training platform and the International Silk Road College, carry out talent training particularly for the development of "the Belt and Road", and begin constructing think tanks.
