In response to international concerns about open source and openness in artificial intelligence, the World Internet Conference Specialized Committee on Artificial Intelligence released the Action Initiative for Jointly Building Global Open Artificial Intelligence at the 2026 Wuzhen Summit.
The Initiative sets out 18 specific actions across four areas: jointly advancing openness and development, jointly safeguarding security and trustworthiness, jointly engaging in dialogue and governance, and jointly upholding mutual benefit and inclusiveness. It calls on all parties to uphold the vision of global governance featuring extensive consultation, joint contribution, and shared benefits; to treat openness as the public infrastructure for global AI development and the starting point for its governance; and to work together to build a fair, trustworthy, and sustainable AI ecosystem and a just and equitable global AI governance system.
We welcome active responses to the Initiative from all sectors and invite all parties to deepen international exchange and cooperation on open source and openness, and to join hands to build a more open, inclusive, secure, and responsible global AI development landscape.
