Isaac Kamugisha, information and communication technology commissioner of the Ugandan Parliament, is a 2025 World Internet Conference (WIC) Global Youth Leadership Program fellow. He shared his reflections after attending the 2025 WIC Wuzhen Summit.

He emphasized that digital skills are vital across all sectors and that the future of the internet depends on people, not machines. He urged the youth to go beyond being mere users—to innovate, take initiative, and actively contribute to the advancement of global digital development.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
