The Tianjin Victory Oilfield Equipment Manufacturing Limited Company (TVEM), located in Xiqing Economic Development Zone, was founded in 2011. Most of the TVEM's major managerial and technical personnel, as well as operators, come from former Tianjin Oilfield Complete Sets of Equipment Co., Ltd (OCEC), which is the most powerful corporation in China's ESP manufacturing industry.

In recent years, the sharp fluctuations in international oil prices have had a huge impact on China's crude oil imports. It is particularly important to create a new system for the modern energy industry. For a long time, the United States, France and other developed countries have monopolized the core technology of deep-sea oil exploration and exploitation. From November 24, 2021, a high-power electric submersible pump unit with a displacement of 3,000 cubic meters and a lift of 800 meters, which was manufactured by the TVEM, broke this monopoly. It marks the fundamental breakthrough in the domestic manufacturing of large displacement electric submersible pump units, which is a milestone in the history of deep-sea oil exploration in China.
The TVEM has stuck to the development principal of being a "powerful country in science and technology". With "Tianjin key laboratory of submersible motor enterprises" and "Tianjin enterprise technology center" as the innovation carrier, market orientation and deep integration of industry, education and research as the core, the TVEM has realized the intelligent and digital production of robots in key products and main producing processes. It has realized "5G + robots" manufacturing and has 126 patented technologies in the field.

With fierce market competition, the TVEM has become the preferred supplier of two leading enterprises in China's oil industry - the China National Petroleum Corporation and the China National Offshore Oil Corporation, as well as the supplier of electric submersible pumps for many international well-known companies.
While making major breakthroughs in R&D technology and products, the TVEM has won many national, provincial and municipal honors. In 2014, it was rated as a national high-tech enterprise; in 2015, it was rated as a provincial key laboratory for submersible motors and a national intellectual property enterprise; in 2022, it was rated as a national "small giant" enterprise.
