The national symposium on civil procuratorial work was held on Aug 27 at the National Prosecutors College’s Sichuan Branch.
Addressing the meeting, Shi Weizhong, Deputy Prosecutor General of the Supreme People’s Procuratorate (SPP), emphasized the need to effectively strengthen civil procuratorial work and consistently handle each case with high quality and efficiency to contribute the strengthening of procuratorial work to ensuring a good start to the 15th Five-Year Plan (2026-30).
Shi called for strengthening the fundamental functions of civil prosecution, and correctly understanding and properly handling the relationship between supervision upon application and ex officio supervision, as well as between exercising the power to investigate and verify and the burden of proof on the parties involved.
He called for improving the civil prosecution work framework across procuratorates at all levels that features differentiated priorities, clear focuses and overall coordination.
Grassroots procuratorial organs should strengthen supervision over civil enforcement activities, civil trial activities, false civil litigation, and support for civil prosecution, Shi said. Procuratorates at the provincial and municipal levels should strengthen supervision over effective civil judgments, and coordinate the application of protests and procuratorial recommendations for retrial.
Shi emphasized the need to establish a high-quality and efficient case-handling institutional and mechanism framework for civil prosecution covering legal systems, evaluation standards, operational norms, scientific management, and accountability mechanisms for civil prosecution.
He urged enhancing professionalism and the application of digital technology based on the realities of the civil procuratorial work.
During the symposium, representatives of six provincial-level procuratorial organs, including Beijing Municipal People’s Procuratorate, shared their experiences and insights about civil procuratorial work.
