The Supreme People’s Procuratorate (SPP) held an appointment ceremony for its eighth batch of special prosecutors on Aug 26. SPP Prosecutor General Ying Yong presented appointment certificates to the newly appointed special prosecutors and held discussions with them, listening to their opinions and suggestions on procuratorial work and the SPP’s work.
Ma Lihuai, Deputy Head of the United Front Work Department of the Communist Party of China (CPC) Central Committee, attended the meeting and delivered a speech.
Tong Jianming, First Deputy Prosecutor General of the SPP, presided over the event, while Chen Dongsheng, Director of the Political Department of the SPP, announced the appointments.

After listening to the representatives’ remarks, Ying emphasized the need to uphold, develop, and improve the special prosecutor system, and to fully leverage their roles in democratic supervision, decision-making consultation and liaison with the public, so as to ensure scientific, democratic, and law-based decision-making by procuratorial organs.
Ying called on the special prosecutors to fully perform their duties of democratic supervision, strengthen oversight over all aspects of procuratorial work, including the performance of procuratorates and case handling, and continuously help improve the quality and efficiency of procuratorial work.
He also called on them to continuously improve the quality and efficiency of decision-making consultations, with a focus on legal supervision as procuratorial organs’ core responsibility. This includes enhancing research on procuratorial theories and practices, offering constructive and practical suggestions, and helping refine mechanisms for realizing and evaluating judicial justice in procuratorial proceedings, so that procuratorates can better fulfill their role as state organs for legal supervision.
Furthermore, he encouraged them to better play their roles in liaising with the public by promptly conveying the people’s new expectations and demands, while actively promoting the progress and achievements of procuratorial work in the development of the country’s rule of law.
Ying added that procuratorial organs should fully support and guarantee special prosecutors in performing their duties, keep them informed of major procuratorial developments, broaden the ways and channels for them to perform their duties, and earnestly listen to their opinions and suggestions, ensuring that procuratorial power is exercised for the people, is subject to their supervision, and meet their expectations.
Ma highlighted the SPP’s strong emphasis on the work of special prosecutors, which provides solid support for the fulfillment of their duties. He urged the newly appointed special prosecutors to conduct in-depth field research, strengthen study and research, identify problems accurately and put forward practical suggestions, so as to better promote strict law enforcement and impartial administration of justice.
He also called on them to assist procuratorial organs in advancing theoretical and practical research, and to contribute to the development of the country’s socialist procuratorial system with Chinese characteristics.
In addition, Ma stressed the importance of soliciting public opinions, reflecting social conditions and public sentiment, and actively promoting the work of procuratorial organs, so as to enhance judicial credibility.
The SPP has appointed 39 special prosecutors from non-Communist parties and personnel without party affiliation for this batch, including seven deputies to the National People’s Congress and 15 members of the National Committee of the Chinese People’s Political Consultative Conference.
The eighth batch of special prosecutors and leading officials from relevant departments of the United Front Work Department of the CPC Central Committee and the SPP attended the meeting.
