On July 14, the Party Leadership Group of the Supreme People's Procuratorate (SPP) held a meeting to hear a report on the special inspection of case handling quality and efficiency of procuratorial organs.
Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, presided over the meeting.
It was noted at the meeting that in June of this year, the SPP organized a special inspection focusing on the quality and efficiency of case handling by procuratorial organs across eight provincial regions. The inspection results indicated that procuratorial organs in the inspected regions had lawfully fulfilled all their procuratorial functions, with generally high quality and efficiency of case handling.
However, the meeting also pointed out that the inspection revealed certain issues in some procuratorates, including inaccurate application of the law, irregular procedural practices, inadequate enforcement of judicial accountability, and unscientific management in procuratorial work.
To address these problems, the meeting emphasized the need to firmly establish and practice a correct understanding of governance performance, further improve institutional systems and mechanisms to support high-quality and efficient case handling, and enhance overall management capacities.
The meeting underscored the importance of making good use of the inspection results through effective summarization, transformation and application. While summarizing and promoting the good experiences and effective practices identified during the inspection, efforts should also be made to address and rectify the discovered problems. This includes further refining institutional regulations, improving working mechanisms, and optimizing management measures, aiming to advance high-level management and high-quality, efficient case handling in an integrated manner.
For issues identified in individual cases during the inspection, corrections should be made in accordance with the law and responsibilities should be accurately defined and pursued following thorough review and evaluation, so as to promote the implementation and improvement of the judicial accountability system.
The meeting also urged all departments of the SPP to provide more targeted guidance to lower-level procuratorates, taking into account the actual work of their respective responsible divisions.
The meeting stressed the need to earnestly implement the Regulations on Petition Work, further advance the law-based development of procuratorial petition work and promote the substantive and law-based resolution of petition issues related to law and litigation.
It also called for giving full play to the role of prosecution in accusations and appeals to expand channels for legal supervision. Efforts should be made to strengthen the review and screening of appeals and petitions, and to collaborate with law enforcement and judicial organs to ensure strict law enforcement and impartial justice, so as to prevent and reduce petition issues related to law and litigation at the source.
The meeting urged strengthening restraint and supervision over the exercise of procuratorial power and retrospective review of case handling quality and efficiency, with continuous improvement of practices to enhance the overall quality and efficiency of legal supervision.
