SPP urges high-quality procuratorial performance to promote continuous improvement in workplace safety

The Supreme People's Procuratorate (SPP) held a special video conference on June 24 to strengthen procuratorial supervision and promote workplace safety. Miao Shengming, Deputy Prosecutor General of the SPP, attended the meeting. He emphasized that procuratorial organs at all levels should promote continuous improvement in workplace safety through high-quality performance of their duties.

Participants included Gu Tianyi, a deputy to the National People's Congress, Li Quanming, a member of the National Committee of the Chinese People's Political Consultative Conference, and officials from relevant departments of the Ministry of Emergency Management.

Miao stressed that procuratorial organs should consistently impose severe punishment on crimes endangering workplace safety in accordance with the law. For extraordinarily serious accidents causing heavy casualties or provoking strong public concern, higher-level procuratorates should place such cases under special supervision and strengthen guidance. They should also strengthen guidance on investigation and evidence collection to ensure high-quality and efficient case handling and create effective deterrence through robust prosecution, he said.

He called for the launch of special campaigns across procuratorates nationwide to supervise workplace safety incidents involving fatalities. He added that any clues concerning violations of laws or regulations, dereliction of duty, malpractice, bribery, and corruption of supervisory personnel identified during the campaign, should be promptly transferred to public security organs, discipline inspection and supervision commissions, and other relevant departments.

Furthermore, Miao emphasized improving the linking mechanism between administrative law enforcement and criminal justice in the workplace safety sector, and strengthening "reverse transference" between the two.

He also noted that continued efforts should be made to carry out public interest litigation prosecution in workplace safety, and to strengthen collaboration with departments such as emergency management to form a collective oversight effort, ensuring that enterprises are held accountable for their primary responsibility in workplace safety.

Representatives from the provincial procuratorates of Jiangsu, Anhui, Shandong, Henan, and Guangdong shared their experiences at the meeting.
