Grassroots chief prosecutors urged to promote communication and engagement between SPP and grassroots procuratorates

On May 13, Tong Jianming, First Deputy Prosecutor General of the Supreme People's Procuratorate (SPP), held a meeting with the fourth group of 20 chief prosecutors from grassroots procuratorates participating in practical training at the SPP.

Tong emphasized that chief prosecutors from grassroots procuratorates, as the "key minority" of the procuratorial team, should serve as a bridge and link to promote mutual learning and engagement between the SPP and grassroots procuratorates.

He called on them to strengthen self-discipline, uphold integrity and advance high-quality development of procuratorial work through coordination across procuratorates at all levels.

During the meeting, the participating chief prosecutors shared their experiences and insights based on their work.

Tong listened carefully to their remarks and held in-depth discussions. He noted that procuratorial organs, as legal supervision and judicial bodies under the absolute leadership of the Communist Party of China (CPC), are inherently political in nature.

He pointed out that as the heads and leading figures of grassroots procuratorates, chief prosecutors must consciously strengthen their awareness of taking a political perspective and conducting work in accordance with the law.

They should actively stay at the forefront of national procuratorial theoretical study and systematically grasp the Party's latest theoretical innovations.

They should also establish and practice a correct understanding of governance performance to support the country’s overall development, administer justice for the people and uphold the rule of law, he added.

Tong further urged them to broaden their horizons and serve national development priorities. They should remain committed to fulfilling the fundamental duty of handling cases with high quality and efficiency, and improve their procuratorial supervision capabilities through various approaches, such as participating in professional research, discussing complicated cases and deliberating over judicial interpretations.

He underscored the importance of maintaining a strong emphasis on case-handling quality and efficiency and called for thoroughly studying the strategic arrangements of the SPP Party Leadership Group for building a macro procuratorial management framework. Concrete measures should be continuously refined and implemented to achieve scientific and precise management, he added.

Tong also stressed that grassroots chief prosecutors should perform their bridging role optimally by reporting real-world situations and practical difficulties at the grassroots level to the SPP, so as to help ensure decision-making and policy formulation are in line with local realities and actual needs.

Meanwhile, they should disseminate the SPP’s latest work philosophies to local procuratorates, facilitating the effective implementation of the decisions and arrangements of the CPC Central Committee and the work requirements of the SPP at the grassroots level, he said.

Leading officials from relevant departments and directly affiliated entities of the SPP attended the meeting.
