SPP outlines plans to deepen supervision of illegal cross-jurisdictional and profit-driven law enforcement

On March 25, the Supreme People's Procuratorate held a meeting for procuratorates nationwide to advance the special oversight campaign on illegal cross-jurisdictional and profit-driven law enforcement. The meeting reviewed the campaign’s progress in 2025 and outlined plans for further deepening related work in 2026.

The meeting fully acknowledged the remarkable achievements of procuratorial organs across the country in implementing the special campaign over the past year. It emphasized the need for procuratorates nationwide to fully perform their legal supervision duties in line with the country's overall economic and social development.

By addressing prominent issues in law enforcement and judicial practices, procuratorial organs were urged to consolidate and build upon previous achievements, enhance the precision of supervision, strengthen digital empowerment, establish long-term mechanisms, promote systematic governance, and improve their capacity for duty performance.

The meeting called for efforts to refine the accuracy, intensity, and depth of legal supervision, foster long-term mechanisms to regulate law enforcement and judicial practices involving enterprises, and deliver high-quality judicial services to support high-quality development.

Moreover, it emphasized equal and law-based protection of the legitimate rights and interests of all types of business entities and called for more procuratorial supervision in this area.

Efforts should be intensified in areas such as cross-regional supervision over case filing of enterprise-related criminal cases, supervision over compulsory personal measures and property involved in enterprise-related criminal cases, clearance of pending enterprise-related criminal cases, supervision over illegal sealing, seizure and freezing of enterprise-related property and false litigation in civil and enforcement matters, as well as punishment of crimes that infringe upon the legitimate rights and interests of enterprises. These efforts aim to foster an optimized and more law-based business environment.

The meeting also urged procuratorates nationwide to adhere to problem-and-result-oriented approaches, and achieve new breakthroughs in handling major cases and enhancing the quality and effectiveness of supervision. By focusing on prominent issues and persistent malpractices, procuratorates should make progress in strengthening oversight of similar cases and advancing systematic governance.

Finally, they were called on to strengthen institutional development and digital empowerment, making new advances in improving relevant systems and mechanisms and ensuring long-term, effective implementation.
