SPP releases typical cases of volunteers’ participation in procuratorial public interest litigation for protection of Yangtze River

The Supreme People's Procuratorate (SPP) has released 11 typical cases of volunteers from non-Communist parties contributing to the handling of procuratorial public interest litigation cases related to the environmental protection of the Yangtze River.

The cases were published on Oct 22 on YiXinWeiGong, an online platform for volunteers engaging in procuratorial public interest litigation. The cases were selected to summarize and promote the experiences of various regions, demonstrating the achievements of the volunteers in fulfilling their duties in the protection of the ecological environment of the Yangtze River.

In order to promote whole-process people's democracy throughout the judicial process and guide the public to participate in procuratorial public interest litigation in an extensive, orderly and effectively way, the SPP established the YiXinWeiGong platform in 2021.

With strong support from the United Front Work Department of the Communist Party of China (CPC) Central Committee and the central committees of non-Communist parties, members of these political parties across the country have joined the YiXinWeiGong platform as volunteers to assist in handling procuratorial public interest litigation cases.

In particular, they participated in strengthening the coordination between democratic supervision and procuratorial supervision in protecting the Yangtze River environment, and assisted in handling a number of influential and prominent cases in key areas, such as pollution control, biodiversity and protecting the security of natural resources in the Yangtze River Basin, making positive contributions to the construction of a Beautiful China.

As of the end of September, procuratorial organs nationwide had recruited 94,000 volunteers via the YiXinWeiGong platform. Among them, 32,000 volunteers are members of non-Communist parties or people without party affiliation.

These volunteers have submitted a total of 9,645 clues, provided 3,874 consultations, participated in 4,604 hearings and engaged in 16,887 observations during their involvement in assisting procuratorial public interest litigation cases.

The 11 typical cases released involve participation of volunteers from eight non-Communist parties — the Revolutionary Committee of the Chinese Kuomintang, the China Democratic League, the China National Democratic Construction Association, the China Association for Promoting Democracy, the Chinese Peasants and Workers Democratic Party, the China Zhi Gong Party, the Jiusan Society, and the Taiwan Democratic Self-Government League. The cases cover areas such as urban sewage discharge management, protection of Yangtze River estuaries and air pollution control.

During the process of handling the cases, procuratorial organs have leveraged the professional backgrounds and specialized technical resources of volunteers from various political parties to establish a new model of "procuratorial supervision plus democratic supervision", effectively transforming "democratic wisdom" into high-quality and efficient momentum for public interest litigation prosecution.

While inviting volunteers to assist in handling cases, procuratorial organs have consciously accepted democratic supervision. In addition, they have strengthened coordination and collaboration with the people's congresses, the committees of the Chinese People's Political Consultative Conference at various levels, administrative organs and non-Communist parties. This way, they have integrated resources from multiple non-Communist parties to promote public interest litigation prosecution, thereby consolidating a strong force to safeguard the Yangtze River.

In the next phase, the SPP will follow the guiding principles of the third plenary session of the 20th CPC Central Committee and the country's major strategic plans and decisions, and work together with the United Front Work Department of the CPC Central Committee and the central committees of the non-Communist parties to explore measures to deepen cooperation.

In addition, it will actively integrate YiXinWeiGong volunteers into the overall development of the national volunteer service system, further innovating a new model of public interest judicial protection with Chinese characteristics.
