The Supreme People's Procuratorate (SPP) has issued a guideline on strengthening the development of procuratorial culture in the new era, with the aim of promoting the spirit of "loyalty, serving the people, being responsible, acting justly and staying away from corruption".
The guideline, which was released at a press conference on Sept 9, has the theme of "Studying and Implementing Xi Jinping Thought on Culture to Foster and Promote the Procuratorial Spirit in the New Era".
The guideline is part of a major move to thoroughly implement the decision made by the third plenary session of the 20th Central Committee of the Communist Party of China (CPC) to deepen the reform of the cultural system and mechanisms.
Speaking at the press conference, Li Xuehui, Director of the Office of the Leading Group for Information, Publicity and Cultural Work and Deputy Director of the Press Office of the SPP, said that the development of procuratorial culture is an important component of the development of socialist culture with Chinese characteristics, especially in the development of a rule of law culture.
Procuratorial organs should consciously integrate the development of procuratorial culture into their high-quality and efficient work and fully tap into the guiding role of this culture, Li said.
The issuing of the guideline by the SPP is part of proactive efforts to implement Xi Jinping Thought on Culture and the decisions and plans of the CPC Central Committee, as well as an effective way of deepening theoretical research on and practical exploration of procuratorial culture in the new era, Li added.
The guideline emphasizes the development of outstanding procuratorial culture as a strategic and foundational task on the new journey of procuratorial work in the new era and as an important component of building a socialist rule of law culture, providing a strong ideological guarantee and favorable cultural conditions for the modernization of procuratorial work.
It puts forward six principles, which include upholding the Party's leadership over culture development, putting the people at the center, focusing on the central tasks and serving the overall development of the Party and the country, and emphasizing the central status of procuratorial staff.
The guideline lays down specific requirements for strengthening the development of procuratorial culture in the new era with a focus on five aspects, including one on upholding and strengthening the Party's comprehensive leadership over procuratorial culture development.
The guideline also outlines requirements for strengthening organizational support for the development of procuratorial culture, including integrating cultural development into the overall picture of procuratorial work, establishing a comprehensive evaluation and incentive mechanism based on a scientific and rational approach, enhancing the training of talent for procuratorial culture, promoting outstanding examples, and advancing digital empowerment.
To showcase achievements in the development of procuratorial culture in the new era and stimulate innovation in its promotion, 10 examples of innovative communication in the procuratorial field in the new era were unveiled at the press conference, covering various topics such as thematic publicity, case-based legal education, selection of exemplary models, integrated media communication, news reporting and cultural development.
