The Supreme People's Procuratorate (SPP) has unveiled the outstanding procuratorial recommendations for social governance issued by procuratorial organs across the country in 2023.

The review and selection process began in February, with a total of 157 procuratorial recommendations submitted by 32 procuratorates at province-level nationwide. After initial screening, review and on-site evaluation, 20 of them were ultimately selected as outstanding.

This marks the fifth consecutive year that the SPP has carried out the selection of outstanding procuratorial recommendations for social governance nationwide.

The outstanding procuratorial recommendations from 2023 fully embody the principle of the SPP in "handling each case with high quality and efficiency," involving cases in civil, administrative, criminal and public interest litigation prosecution.

The recommendations cover a wide range of fields, including financial supervision, food security, land reserve and management, management of dedicated funds for property maintenance, supervision of expired drug recovery, supervision of pre-employment training subsidies, and protection of the rights and interests of workers engaging with new business forms. They contribute to promoting governance in traditional industries while strengthening regulation in emerging sectors, enhancing fairness and justice in law enforcement, and also emphasizing the protection of human rights through judicial means.

The recommendations have been offered in a targeted and professional manner. In addition to handling judicial cases in a solid manner, procuratorates have conducted research and verification and analyzed cases to identify regulatory loopholes or common problems in relevant industries or regions, and formulated tailored procuratorial recommendations through the application of digital procuratorial technologies and expert consultations to ensure the recommendations and suggestions they put forward are objective and accurate.

The recommendations have also led to significant achievements in social governance. Positive effects have been achieved in areas such as preventing and defusing financial risks, promoting services to safeguard people's livelihoods, ensuring that administrative organs act in accordance with the law, promoting the standardization of law enforcement and judicial practice, addressing industry-specific issues, and encouraging enterprises to operate in compliance with the law and regulations.
