SPP promotes campaigns to safeguard enterprises and people’s well-being

The Supreme People's Procuratorate (SPP) has called for solid steps to promote special campaigns for procuratorial protection of enterprises and people’s livelihoods to benefit more companies and people.

The SPP held a press conference on July 8 with the theme "Administrative Prosecution Walking Hand in Hand with the People to Support the Construction of Rule of Law in China," during which they introduced the efforts of administrative prosecution in recent years to safeguard people's livelihoods and interests and to promote a law-based business environment, as well as progress of the campaigns.

This event marked the first activity of the 5th Publicity Week for Procuratorial Work in the New Era. Zhang Xueqiao, Deputy Prosecutor General of the SPP, attended the press conference and presented relevant information.

Zhang said that the SPP regards "handling each case with high quality and efficiency" as a fundamental value and focuses on addressing the most pressing difficulties and problems that are of great concern to the people.

On the basis of efforts made over the past two years to comprehensively deepen administrative prosecution supervision to protect the people's well-being and interests in line with the law, and administrative prosecution support in fostering a law-based business environment, procuratorial organs nationwide have carried out special campaigns for procuratorial protection of enterprises and people's livelihoods since the beginning of this year, he said.

In this year's campaign for the procuratorial protection of people's livelihoods, the administrative procuratorial authorities handled over 51,000 cases, while in the campaign for procuratorial protection of enterprises, they handled more than 42,000 enterprise-related cases, recovering economic losses totaling over 1.05 billion yuan ($144 million) for businesses, Zhang said.

During the press conference, the SPP released typical cases of procuratorial protection of people's livelihoods and enterprises.

The typical cases of procuratorial protection of people's livelihoods focus on safeguarding the rights and interests of specific groups in key areas of people's livelihoods, including issues such as work-related injury identification, public housing tenant rights, compensation for housing expropriation, compensation for the closure of farmer professional cooperatives due to policy impacts, and the distribution of minimum living allowances for persons with disabilities and subsidies for fishermen's boat renovations.

The typical cases of procuratorial protection of enterprises cover such areas as administrative litigation supervision, interconnection between administrative and criminal law enforcement and supervision of administrative violations in key enterprise-related fields including the protection of property rights, social credit, and regulatory enforcement. These cases aim to correct excessive penalties on enterprises, protect the lawful rights and interests of enterprises, and support their healthy development.

Zhang emphasized the need for procuratorates at all levels to solidly advance the two special campaigns to ensure that enterprises and the public gain tangible benefits. He called for strengthening communication and collaboration, enhancing the coordination between legal supervision and procuratorial oversight, and fostering a positive interaction between the departments of law enforcement and justice.

Zhang Xiangjun, member of the Procuratorial Committee of the SPP and Director General of the SPP's Administrative Procuratorial Department, as well as prosecutors from the provincial procuratorates of Jiangsu and Zhejiang, attended the press conference and answered questions from journalists.
