The Supreme People's Procuratorate (SPP) and the National Museum of China (NMC) signed a framework agreement on strategic cooperation at the NMC on March 18, aiming at launching joint efforts to strengthen the protection of cultural relics and heritages, and working together in building up China’s cultural strength. Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, and Sun Yeli, Secretary of the Party Leadership Group and Minister of the Ministry of Culture and Tourism, attended the signing ceremony and delivered speeches. In his speech, Ying said that the protection of cultural relics and heritages is of great significance in building China into a country with a strong socialist culture, and a common political responsibility for both culture and tourism departments and procuratorial organs. Culture and tourism departments play a vital role in implementing the Party's guidelines and policies on cultural work and guiding the protection and utilization of cultural relics, as well as protecting intangible cultural heritages. Procuratorial organs, as the legal supervision institutions of the country and the judicial institutions that ensure the unified and correct implementation of the nation’s laws, also shoulder judicial responsibility for strengthening the protection of cultural relics and heritages. Over the years, procuratorial organs at all levels have collaborated with culture and tourism departments and cultural relics administrative departments, and achieved notable results in cracking down on and preventing cultural relic-related crimes, reinforcing judicial protection of cultural relics and heritages, conducting related public interest litigation, and enhancing intellectual property protection in the cultural sector. On the new journey in the new era, both sides should adhere to the guidance of Xi Jinping Thought on the Rule of Law and Xi Jinping Thought on Culture, jointly apply the rule of law to strengthen the protection of cultural relics and heritages, firm up cultural confidence throughout the whole of society, and take earnest steps to undertake the new cultural mission.
Ying pointed out that the development of the people's procuratorial system under the leadership of the Communist Party of China has been integrated into the history of the Party, the history of the Chinese revolution, and the history of the country’s socialist rule of law. In that glorious history of over 90 years, the Party's procuratorial work has resulted in a large number of legal and procuratorial cultural relics. They are important physical witnesses to the Party's leadership in exploring and promoting the development of the rule of law and the procuratorial system. Enhancing the protection and utilization of legal and procuratorial cultural relics has long-term significance for making good use of Red resources, promoting revolutionary culture, passing on the traditions of revolution, strengthening procuratorial work, and advancing law-based governance. On the new journey in the new era, the SPP and the NMC need to further exchanges and cooperation, coordinate to leverage the NMC's professional cultural advantages and procuratorial organs' professional legal advantages, and fully utilize the procuratorial function of public interest litigation to jointly improve the quality and efficiency of the protection and utilization of legal and procuratorial cultural relics.
Ying expressed the hope that both sides will take the signing of the agreement as an opportunity to further expand exchanges and cooperation among procuratorial organs, culture and tourism departments, and museums at all levels, upgrade the two-way connectivity mechanism between administrative law enforcement and criminal justice departments in the protection of cultural relics and heritages, and improve the cooperation mechanism for public interest litigation, using the power of the rule of law to safeguard the inheritance of Chinese culture. The SPP will actively cooperate with the NMC to deepen the protection and utilization of legal and procuratorial cultural relics, promote the establishment of a work consultation and information exchange mechanism, and jointly explore and interpret the contemporary value of the legal and procuratorial cultural relics, to better promote and carry forward China's excellent traditional legal culture, as well as its core socialist values and socialist legal culture.
According to the agreement, the SPP and the NMC will establish a long-term and stable strategic cooperation relationship based on the principles of giving play to complementary advantages, sharing resources, seeking win-win cooperation and mutual development, and carry out extensive cooperation in the collection and protection of cultural relics, joint exhibitions, academic research, and talent cultivation.
Following the signing ceremony, attendees visit the collection of procuratorial cultural relics at the National Museum of China.
