The Shanxi Provincial Department of Science and Technology has announced a series of initiatives for the 15th Five-Year Plan (2026-30), focusing on strengthening the role of enterprises as innovation leaders, attracting and retaining scientific talent, and enhancing the efficiency of systematic innovation efforts. These measures aim to unleash the vitality of innovation elements and empower high-quality development.

During the 15th Five-Year Plan period, Shanxi will cultivate a gradient matrix of leading tech companies, high-tech enterprises, enterprises above the designated size, and small and micro enterprises to expand the innovation landscape. The province will strengthen enterprises' role in innovation, ensuring their active participation in technology development planning, policy formulation, and project evaluation. Over 200 researchers will be dispatched annually to serve within enterprises, fully stimulating business innovation.

Shanxi will implement a "1+N" talent policy to foster and attract talent. Employing high-level innovation platforms, including 15 national and over 300 provincial platforms, Shanxi aims to gather over 20,000 scientific talents. The province follows the principle of "projects bring talent, talent promotes projects", with chief technology officers leading major projects and young scientist programs designed to develop talent through practical research experience.

The Shanxi Provincial Department of Science and Technology also plans to conduct high-standard scientific research, create innovation roadmaps for 36 key areas, and reserve over 1,100 research projects. As part of provincial science and technology initiatives, it will strategically deploy major projects focused on energy transition, industrial upgrading, and diversified development.
