Shanxi province has unveiled its "15th Five-Year Plan (2026-30) for High-Quality Development of the Private Economy", focusing on nurturing and expanding private economic entities. By 2030, Shanxi envisions having 1.2 million private enterprises, with more making the "Top 500 Chinese Private Enterprises" list.

To support small and micro enterprises and individual businesses, the province will implement policies such as tax and fee reductions, job stabilization returns, and employment expansion subsidies to unleash their potential. It will also offer quality financing services to help individual businesses tackle challenges related to rent, taxes, social security, and training, providing support in inclusive finance and industrial upgrading.

The province will execute a gradient cultivation program for high-quality small and medium-sized enterprises (SMEs) that involves two development pathways: "innovative SMEs – specialized and innovative SMEs – 'Little Giant' enterprises – manufacturing champions" and "technology-based SMEs – high-tech enterprises – leading technology enterprises", creating a robust ecosystem for enterprise growth.

Shanxi also encourages leading companies to implement key projects, build innovation platforms within industrial chains, and tackle critical common technologies. This will help develop distinctly advantageous products that foster rapid growth into influential industry leaders. By 2030, the province aims to have over 30 private enterprises with annual revenues exceeding 10 billion yuan ($1.49 billion), significantly boosting its economic landscape.
