Shanxi is set to transform from a coal producer into an energy powerhouse during the 15th Five-Year Plan period (2026-30) by aligning with national planning and accelerating the development of a new energy system.

The province will focus on intelligent, green, and safe coal mining and enhancing coal production, supply, storage, and marketing systems. It also aims to increase unconventional natural gas reserves and production, targeting an output of 30 billion cubic meters by 2030, with the entire industry chain's value surpassing 100 billion yuan ($14.88 billion).

Shanxi will strengthen the development and consumption of wind and solar power, establishing several large-scale wind and solar bases exceeding 500,000 kilowatts. Geothermal utilization will be expanded, aiming to surpass 100 million square meters of geothermal heating area by 2030. 

Efforts will also be made to bolster the photovoltaic, wind power, energy storage, coal machinery, and coalbed methane equipment industries, aiming to advance modern coal chemical industries toward high-end, diversified, and low-carbon development. 

The province will utilize its green electricity advantages to develop 13 provincial-level green power parks and two national and seven provincial zero-carbon parks, fostering emerging industries such as new energy metals, semiconductor materials, and battery-swapping heavy trucks.

Shanxi will enhance its power grid infrastructure by building a robust, intelligent, and flexible new power system to improve efficiency, while also developing pumped storage and new energy storage solutions to enhance comprehensive energy service capabilities.
